Under the Erasmus + programme, projects must be submitted to the national agency of the country in which applicants have their have their registered office. However, European NGOs based in Brussels that do not work with the local, regional or national Belgian youth movement and/or are not linked to youth work receive Erasmus + funding, thereby drawing to a considerable degree on appropriations earmarked for the Federation Wallonia-Brussels.
In view of this:
- 1.Is the Commission prepared to review the organisation of the Erasmus + youth programme so that European NGOs located in Brussels do not draw on the budget of the Wallonia-Brussels Federation? Would it be conceivable in practice for European NGOs to submit their projects directly to the Executive Agency?
- 2.Are the existing arrangements not discriminatory, given that, at Member State level, only the Federation Wallonia-Brussels budget is affected by projects submitted by European NGOs located in Brussels?
- 3.Is the Commission open to the proposal to allow the proposed involvement of national agency staff in the submission and evaluation of project files, as an alternative to exclusively online procedures?
