On 6 October 2016, the Catalonian Parliament passed a resolution calling for part of the French département of Pyrénées-Orientales to have the right of self-determination. The resolution provoked a reaction from the French Government, which told Spain that it took exception to such interference.
There are no grounds for meddling in this way in French regional politics, not only because France’s territorial sovereignty is indisputable but also because the Catalonian Parliament’s call for self-determination for certain areas of Spain and an area of France is unlawful and unconstitutional.
In European terms, what the Catalonian Parliament has done constitutes an impediment to the functioning of the single market and violates the principle, provided for in the Treaties, of fair cooperation between EU Member States.
1. What tools can the Commission use to see that EC law is observed in the Member States?
2. Does it intend to use them to ensure that the authorities everywhere in Spain, respect the Treaties?
