Measures to aid the hazelnut sector

Europe, whose combined production accounts for roughly 18% of the global volume, is the world’s second largest producer of hazelnuts, after Turkey, which accounts for 72%. The hazelnut sector in Europe is being hit by a serious crisis caused by exports from Turkey and other non-EU countries, which are being sold at prices below their production costs. This situation stems from several underlying reasons: (a) the different way of using plant protection products; (b) the exploitation of child labour in hazelnut orchards; (c) the specific agreements with the EU providing for reduction of, or exemption from, customs duties; and (d) the fact that Turkish producers receive State subsidies.

— In light of the foregoing, does the Commission not think that it should add to the existing provisions by introducing a support scheme along the lines of the one in Turkey?

— Does the Commission not consider it essential to tighten up quality checks and plant health inspections at borders in order to ensure that imported hazelnuts conform to EU standards?
