1. Why does the Commission limit access to social housing to ‘disadvantaged citizens or socially less-advantaged groups’ (SGEI Decision 2012)? Why is this the only sector, in the decision, for which the Commission limits the target group in advance?

2. In the SGEI Decision, the Commission stipulated that it would be revised five years after entry into force. This period ended on 31 January 2017. How and when will the Commission address the revision?

3. In its revision, how will the Commission take into account the European Parliament’s concern over ‘the restrictive definition of social housing given by the Commission within the field of competition policy’ (Resolution of 11 June 2013 on social housing in the EU) and the opinion of the Committee of the Regions: ‘The limitation to needy or disadvantaged populations should therefore be deleted.’ (Opinion on State Aid and SGEI, October 2016)?
