Question for written answer E-003470-17
to the Commission
Rule 130
Rosa D'Amato (EFDD)

 Subject:  Lamezia Terme Airport
 Answer in writing

The extraordinary and ordinary shareholders' meeting of Sacal, a public-private company that manages the airport of Lamezia Terme, has appointed a new Board of Directors following the judicial investigation involving the previous management of the company on the grounds of alleged irregularities in recruitment; the company had allegedly applied, in an irregular manner, the publicly funded ‘Youth Guarantee’ project which was designed to include, on a paid work placement scheme with Sacal, only deserving individuals who met specific requirements.

According to the investigations carried out by the Guardia di Finanza and the Border Police of Lamezia Terme, the selection of young people to be hired was conducted on the basis of favouritism, with the acceptance of undue pressures of all kinds, including by local politicians and senior government officials.

Italy is also undergoing infringement proceedings for its improper implementation of Directive 2009/12/EC on airport charges; on 22 December 2015 it sent to Brussels its response to the objections raised by the EU Commissioner for Transport in the letter of formal notice of 23 October 2015, defending the scope of ENAC's powers, the programme contracts ‘by way of derogation’ from the directive and the ENAC-approved charges at major airports (Rome, Milan, Venice).

Can the Commission report on the latest developments in infringement procedure 2014/4187 and the proper use of the Youth Guarantee funds?
