The Commission shares the view that Korea has not implemented in a satisfactory manner its commitments under the trade and sustainable development chapter of the EU-Korea Free Trade Agreement (FTA), in particular as regards labour rights. The Commission has engaged the new Korean government in intense dialogue and cooperation on the matter, and believes this is the most effective way to achieve lasting results. However, should sufficient progress not be achieved, the Commission is prepared to consider all options, including the launch of formal consultations.

In accordance with point 1 of Article 13.12 of the EU-Korean FTA each Party should designate an office within its administration which should serve as a contact point with the other Party for the purpose of implementing the Trade and Sustainable Development Chapter (TSD).

The Commission can initiate the government consultations under Article 13.14 of the Agreement by delivering a written request to the contact point of Korea. A Party may request consultations with the other Party regarding any matter of mutual interest arising under TSD Chapter, including the communications of the Domestic Advisory Groups (DAGs). The DAGs comprise independent representative organisations of civil society in a balanced representation of environment, labour and business organisations as well as other relevant stakeholders.
