Expressway S6

The construction of the Expressway S6, which was included in Poland’s 2020 strategy for Transport Development, was treated from the outset as one single project: from Szczecin to Gdańsk. The construction of the West Pomeranian section of the route — between Szczecin and Koszalin — is already underway, but the construction of the 100+ km section in the Pomeranian Voivodeship — between Słupsk and Gdansk — has been put back until 2023 or later. This decision by the state authorities is incomprehensible and questionable from a legal, substantive and economic perspective, given that it will cause serious disruption (the Pomeranian section of the S6 was supposed to link the southern Gdańsk bypass with Słupsk, covering 136 km and consisting of three fragments: the southern Gdańsk metropolitan bypass to the Chwaszczyno junction; the Trójmiasto bypass to the Chwaszczyno junction and then on to Lębork; the section from Lębork to Słupsk). Delaying works on this section will cause serious harm to the economic viability of the whole S6 Expressway — including the sections already completed.

1. Is it possible to complete only part of a project which has already been accepted and fully co-financed by the EU?2. If not, could the EU funds earmarked for that project be taken away from Poland?
