Question for written answer E-006847-17
to the Commission
Rule 130
Claudiu Ciprian Tănăsescu (S&D)

Subject:  Relocation of the EMA to Bucharest
 Answer in writing

On 30 September 2017, the Commission published an official assessment of the applications to host the relocated EMA, which stated that Romania’s application was one of the best. However, the Commission failed to mention that the government in Bucharest had committed itself to setting up a special department for the relocation of the EMA, did not specify whether there were conference areas available in new buildings and did not to say whether Romania had suitable educational facilities. The authorities in Bucharest pointed out these oversights by the Commission on 4 October 2017 and stated that employees and their partners would have diplomatic status, meaning that all civil partnerships from their countries of origin would be recognised in Romania, thus responding to concerns raised by EMA staff.

Brussels only acknowledged that it had incorrectly assessed Romania’s application for the EMA on 27 October 2017, by which time most Member States had formed their own, incorrect, opinions of Romania’s application.

What actions will the Commission take to bring Romania’s application to host the relocated EMA onto an equal footing with those of the other applicants, given the mistakes which it admits it made when assessing Romania’s application and the fact that a proper assessment showed that Romania made one of the best offers for the relocation of the EMA?
