 Subject:  Radicalisation prevention in EU SAFFRON Programme
 Answer in writing 

Is the Commission aware that the EU SAFFRON (Semantic Analysis against Foreign Fighters Recruitment Online Networks) programme’s #heartofdarkness YouTube campaign(1), which is co-funded by the EU’s Internal Security Fund and whose aim is to prevent violent radicalisation among European youth includes various videos which address different themes — namely #heartofdarkness Spot 1 — ‘Discrimination’; Spot 2 — ‘Media War’; Spot 3 — ‘Take a Stand’; Spot 4 — ‘Reference Points’; and Spot 7 — ‘Jihad’ — which have the potential to act as a tool for radicalisation and possible recruitment by appealing to sentiments known to be at the heart of extremist ideologies? Indeed, Spot 3 — the ‘Take a Stand’ video can be considered a recruitment tool for groups such as ISIS.

1. Can the Commission clarify whether it will request those organisations involved in the production of the materials for #heartofdarkness campaign to immediately remove from circulation the five videos mentioned above?

2. Can the Commission clarify whether it will examine, as a matter of urgency, the content of all promotional, audiovisual and other materials of the #heartofdarkness campaign to ensure that these are not inadvertently acting as tools for radicalisation and the potential recruitment of people to terrorist groups including ISIS and Al Qaeda?
