 Subject:  VP/HR — Dissolution of the CNRP, Cambodia's main opposition party
 Answer in writing 

A decision by Cambodia’s Supreme Court on 16 November dissolved the Cambodia National Rescue Party (CNRP), effectively making Cambodia a one-party state.

The ruling comes on top of an ongoing government crackdown and the systematic repression of civil society organisations, opposition groups and figures and the media.

1. Is the VP/HR aware of the abovementioned ruling and what action will she take in response?

2. In the opinion of the VP/HR, what effect will the dissolution of the CNRP have on the state of democracy in Cambodia, and does she agree that today’s ruling is a violation of Cambodia’s obligations under one or more of the conventions referred to in Article 19 of the GSP regulation (No 978/2012), which should lead to the temporary withdrawal of the tariff preferences that Cambodia currently enjoys?

3. What effect will the ongoing crackdown, together with the 16 November ruling, have on the EU’s financial support to Cambodia, inter alia, under the European Instrument for Democracy and Human Rights?
