Question for written answer E-000025-18
to the Commission
Rule 130
Cornelia Ernst (GUE/NGL)

Subject:  Communication by police and secret services with online service providers concerning removal of Internet content
 Answer in writing

Criminal prosecution authorities or secret services in the EU Member States notify online service providers of illegal content on their sites that should be deleted, either through Europol’s European Union Internet Referral Unit (EU IRU) or YouTube/Google’s Trusted Flagger programme, or by directly contacting the service provider concerned. Europol uses the Check the Web platform to store content the EU IRU has referred to the individual online service providers concerned.

What organisational and technical procedures are employed in exchanges between Internet firms and the EU IRU concerning online ‘terrorist’, ‘extremist’ and ‘people smuggling’ content that should be deleted? To what extent is the EU IRU regarded as a trusted flagger by firms such as Google/YouTube?

Which databanks or procedures provide the EU IRU with an overview of videos that have already been referred for deletion, and the subsequent decision by the online service provider?

How many referrals for deletion of online content and user accounts has the EU IRU made to date to the firms concerned, and how many of these requests for deletion (broken down into ‘terrorist’, ‘extremist’ and ‘people smuggling’ content) have in fact been carried out?
