The revocation of the parliamentary seat of Leyla Zana adds to the concerns of the European Union (EU) regarding developments which can weaken the parliamentary democracy in Turkey.

The High Representative/Vice-President has repeatedly called on Turkey, as a candidate country and a signatory of the European Convention on Human Rights, to safeguard its parliamentary democracy, including respect for human rights, fundamental freedoms and the right of everyone to a fair trial. The full and effective participation of all democratically elected political parties in the legislature is an essential element of Turkey's international commitments. Moreover, any alleged wrongdoing should be subject to due, fair and transparent legal process and should have access to fair and efficient domestic remedies.

In this regard, it is crucial that Turkey, as a member of the Council of Europe, continues and deepens its close cooperation with the organs of that organisation.

The EU will continue to express to Turkish counterparts its concerns relating to the deterioration in the rule of law in the country in bilateral contacts. The Commission will continue to closely monitor the situation and will report on it in its 2018 annual report in April 2018.
