 Subject:  Mechanisms to tackle droughts in Portugal
 Answer in writing 

In November 2017, I asked the Commission about how to tackle extreme droughts.

A source from the Portuguese Institute of the Sea and the Atmosphere (Instituto Português do Mar e da Atmosfera — IPMA) reports that, four months after fierce and fateful fires raged across the central region of Portugal, almost 10% of the territory is still being hit by extreme drought, 77% by severe drought and 10% by moderate drought, making all the indicators recorded during the summer worse. The worst affected areas are in the regions of Trás-os-Montes, Baixo Alentejo Interior Norte and Sotavento Algarvio. According to the IPMA, Portugal would need months on end of rain to recover.

Despite the exceptional measures promoted by the Portuguese Government to mitigate drought effects, I see that no European Agricultural Fund for Rural Development aid or programme has been mobilised to help and nothing has been allocated from the EU Solidarity Funds.

To that end, my next questions are:
1. What mechanisms has the Portuguese Government already asked the EU to deploy?
2. Has there been any indication that the Portuguese Government will assess — working on the basis that Portugal will gradually shift to other renewable energy sources — the vulnerability and exposure to climate risks of the dams and sectors concerned?
