 Subject:  European economic and monetary union
 Answer in writing 

On 6 December 2017 the Commission presented a roadmap and a number of proposals for further developing the European economic and monetary union, including a proposal for a regulation (COM(2017) 827 final) on the establishment of a European monetary fund (EMF) anchored within the EU’s legal framework. The proposal aims to move the European Stability Mechanism (ESM), which has hitherto been organised on an inter-governmental basis, into the EU legal framework and is based by the Commission on Article 352 TFEU.

In a document dated 25.01.2018, the research service for European affairs of the German Bundestag concludes that Article 352 TFEU cannot be used as the legal basis for the Commission’s proposal(1).
