The Deep and Comprehensive Free Trade Area (DCFTA) is part of the Association Agreement (AA) between the EU and Ukraine. The DCFTA foresees Ukraine to approximate its legislation to the EU legislation, including on animal welfare. The list of legislation to be approximated with the approximation deadlines is still being negotiated and will be made public as soon as it has been finalised. The Commission provides technical assistance to Ukrainian authorities with the view of reforming its agriculture and food safety policies.

The Commission has scheduled two audits, one on poultry meat and related products and one on Avian influenza, as well as one fact-finding mission on African Swine Fever in Ukraine in 2018.

European Financial Institutions (EFIs) provide investment loans to Ukrainain agri-food companies. These loans aim to fill-in market gaps and support development of infrastructure and innovations. Overall, the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD) are providing around EUR 1 billion in loans to Ukrainian agribusiness companies. In addition, agribusiness companies represent a significant proportion of both EFIs' lending programmes in support of small and medium-sized enterprises.

Myronivsky Hliboproduct (MHP) received two loans from EFIs in the recent years of around EUR 100 million, including on construction of a biogas plant for utilisation of chicken manure. The Commission has always insisted on including provisions on sound environmental management and social practices into the loan agreements.
