 Subject:  VP/HR — Monitoring grants allocated to Kosovo
 Answer in writing 

The Commission has granted EUR 2 130 382.23 in funding for the pedestrianised area in the south of Kosovska Mitrovica (Contract No 2014/341-440).

In this same area, however, a monument to Mehë Uka, a former member of the terrorist UÇK movement, has been erected. The statue shows the terrorist with a handgun and a grenade. Flying in front of the statue is the flag not of Kosovo, but of Albania. The very name of the UÇK sends shivers down the spines of the Serbs still living in the enclaves of Kosovo, who are regularly targeted by attacks such as the ones carried out in Klina or Novake.

While that Pristina has recently announced that it would be compensating the families of the terrorists responsible for the deadly 2015 attacks in Kumanovo, Macedonia, we hear that the EU has agreed to send Kosovo EUR 645.5 million in funding by 2020.

Can the VP/HR say exactly who monitored the use of the EU funds granted to this state, whose existence is recognised neither by the UN nor by five EU Member States? When and how did they do this?

Why does the EU not make the granting of funds conditional on respect for the indigenous minorities in this historically Serbian area?
