 Subject:  Regulation on wine tourism in Europe

When it comes to tourism, the European Union shall, according to the Treaty on its Functioning, complement the action of the Member States, in particular by promoting the competitiveness of EU undertakings.

There is one kind of tourism that is currently unexploited and underdeveloped in Europe: wine. Although the situation is not the same in all Member States, this can be attributed to a number of regulatory obstacles, such as fiscal restrictions and red tape. In France for example, a wine-producing business may not exceed the ceiling of EUR 100 000 for its wine tourism turnover without having to change tax systems, while in Bulgaria and Italy, businesses are not allowed to provide tourists with a piece of bread to go with a wine tasting session unless they have a restaurateur’s license.

Wine tourism enhances the value of the local territory, strengthens bonds in rural development, creates jobs and services, and has the potential to generate additional income for the Member States.

In order to address this issue, the EU should create a basis for a general legislative framework, which each country could then refine to suit its own specific needs, in accordance with the principle of subsidiarity.

What can the Commission do to provide an umbrella for influencing European legislative powers on tourism, and wine tourism in particular?
