 Subject:  Concerns regarding a cement manufacturer burning unsuitable RDF
 Answer in writing 

Refuse-derived fuel used by a cement manufacturer in Volos was tested by an accredited chemical laboratory. The results, as announced by the Region of Thessaly, showed that the sample, based on its median mercury content, is classified as 4, in violation of the law (refuse-derived fuel should be classified as 1, 2, 3).

According to complaints from citizens, and following an inspection carried out on 1 April 2018, 2 000 tonnes of refuse with these characteristics, originating in Italy, were unloaded at the port of Volos and were probably burned. The composition of the sample in question was 15-20% paper, 75-80% plastic and 5-10% other materials, in violation of international RDF specifications. It was also reported that the material in question did not bear any labels/indication as to its contents.

Can the Commission say:

Is it aware of the aforementioned complaints? If yes, will sanctions be imposed on the persons responsible?

During cross-border transfers between Member States, what labelling should RDF and SDF, which are destined to be burned, bear?

Has the Commission set a date from which continuous measurements of dioxins and furans are to be carried out (Article 48(5) of Directive 2010/75/EU)? If yes, how many measurements should be carried out each year?
