The European Union (EU) is not considering the suspension of the Association Agreement with Israel. Such a decision would need to be taken by Council decision under Article 218(9) of the Treaty on the Functioning of the European Union. A regular and frank dialogue remains the primary means by which the EU conveys its concerns to Israeli partners.

The European Union has a clear and united position on Jerusalem, which is reflected in successive Council conclusions, notably in the most recent of them, which was adopted on 14 December 2017 by the European Council(1).

The EU remains firmly committed to the two-state solution with Jerusalem as capital of both the State of Israel and the future State of Palestine. This position was also reconfirmed very recently at the Foreign Affairs Council on 28 May 2018(2), which took place after the opening of the United States Embassy in Jerusalem.
