 Subject:  Transposing of Directive (EU) 2015/2302 (Travel)
 Answer in writing 

Directive (EU) 2015/2302 seeks to improve protection for consumers buying package travel and linked travel arrangements. Once transposed, it is due to come into force in France on 1 July 2018, and will create even greater financial constraints for educational and youth organisations.

Hitherto such organisations have benefited from a special exemption; from that date, however, they will be classed as travel service providers — i.e. as standard travel operators like any other. Not only will they have to sign up with the companies register, but they will also have to set up a guarantee fund equivalent to 10% of their operating income. This will inevitably have repercussions for what is already a vulnerable industry.

Does Directive (EU) 2015/2302 allow for an exemption for organisations that run social and educational activities?

Could the French authorities grant an exemption to holiday camps and scout camps and associations, as Spain and Portugal have done for social tourism organisations?
