The Commission has engaged in a dialogue with Member States that did not yet ratify the Council of European Convention on combating and preventing violence against women and domestic violence (the Istanbul Convention) and is actively encouraging national ratification without delay. The Commission is currently developing a communication package to raise awareness about the benefits of the Istanbul Convention through positive messages aimed at clarifying misconceptions and misunderstanding regarding the Istanbul Convention.

Implementation by the Member States that have ratified the Istanbul Convention is monitored by the Group of experts on action against women and domestic violence (GREVIO), in accordance with Article 66 (1) of the Convention.

The European Union is in the process of acceding to the Istanbul Convention. Following the Union's accession, the Commission's role will be to monitor and enforce Member States' implementation of obligations under the Convention falling within Union competence. Matters falling outside Union competence will be subject to the obligations of national State Parties under the Convention, including GREVIO monitoring.
