Question for written answer E-003211-18
to the Commission
Rule 130
Sabine Lösing (GUE/NGL)

 Subject:  Frontex's use of Eurosur
 Answer in writing

Eurosur information forms part of the Common Information Sharing Environment (CISE) for monitoring the maritime area of the European Union. From 2011 to 2017 (up to 4 November), 184 560 ‘events’ were registered in Eurosur and 12 925 documents produced. By contrast, Frontex’s ‘Joint Operations Reporting Application’ clocked up 215 085 ‘events’ for 124 joint operations.

1. What are the capabilities and functions of the ‘ProDetect service’ and ‘Muso Migration Analytical Assessment’ services to be provided by Frontex in 2018, which will provide situational reports on places or ‘indicators’ for irregular migration, and which EU missions or agencies will use them?

2.Which data sources are used for the services ‘Large Area Pre-Frontier Monitoring’, ‘ProDetect service’ and ‘Migration Analytical Assessment’ and to what extent are human sources (HUMINT) and open-source intelligence (OSINT) also used?

3. Which technology from which manufacturers is used in the Frontex service ‘Compatible Operational Image’ to transmit live mission data from air, sea and land-based vehicles to situation centres, and who currently transmits and receives these data (even on a trial basis)?
