Question for written answer E-003351-18
to the Commission
Rule 130
Nikolaos Chountis (GUE/NGL)

Subject:  Wind park manufacturing in the Pierian Mountains
 Answer in writing

The decision to construct a wind park with 11 wind turbines in the Pente Pirgoi region in the prefecture of Pieria has evoked many reactions from citizens and public figures. They denounce that:

The environment impact study is scientifically and technocratically incomplete. Furthermore, the Pierian Forest Directorate has reached a negative opinion regarding the position of the turbines installation and the opening of a forest road in the area, reporting that: ‘we are certain that the adverse effects are irreversible’.

No study has been conducted on the construction of the road that will be created to support the work, nor has any special ornithologic study, as required by Directive 79/409/EEC, on the project been conducted (due to the area being an important passageway for migratory birds).

No consultation whatsoever has taken place with public figures and citizens.

Since priority habitats exist in the area, and provided that part of this project will be constructed in the Natura 2000 area, the Commission has issued proceedings, in the case of violation, due to Greece’s non-compliance with Community legislation on designing and publishing authorisations for wind park construction.

In view of the above, can the Commission say:

Does this project comply with Community legislation? Does this project require prior consultation (Aarhus Convention)?

In any case, does this project require a study to be carried out to evaluate the project’s effects on the area, taking into consideration the goal to preserve the habitat?

Are the Greek authorities complying with Community legislation regarding the design and authorisation of wind park construction?
