 Subject:  Andros landfill site — Decision on the Approval of Environmental Conditions (DAEC) without a hydrogeological study
 Answer in writing 

The Southern Aegean Regional Waste Management Plan lodged with the Commission (November 2016)(1) states: ‘With regard to planned infrastructure, at present a decision on the Approval of Environmental Conditions is awaited for the LANDFILL SITE AND WASTE PROCESSING UNIT project in the municipality of Andros, at the Plouska site in the municipal unit of Ydrousa’.

Following an inspection, the(2) Greek Institute of Geology and Mineral Exploration(3) proposed that prior to a permit being issued specific hydrogeological measurements be taken for water drilling and to prevent groundwater pollution, and that a study be carried out ‘that will include the relevant data and conclusions’.

Nevertheless, on 22 June 2018, the relevant section of the decentralised Aegean administration adopted a DAEC(4), imposing as a pre-condition a check on the vulnerability and water permeability of the territory, but instructing IGME ‘to use the existing bore-holes and, insofar as more prospecting is required, to create new bore-holes in areas where permits will not be required and to open roads in the region’; substantially negating the proposals of IGME!

Can the Commission say if it is possible for a DAEC to be issued without checks first being carried out on the hydrogeological characteristics of the region and on any effect the project might have on drilling for water?

In any event, can the Commission confirm that for the purposes of approval and possible funding of the project, a full hydrogeological study will be required, the conditions of which are set by legislation and scientific expertise?
