In the EU, emissions related to tourism are covered by legislation, including for example the Effort Sharing Regulation(1), the proposed post-2020 CO2 standards for Cars and Vans(2), and the Energy Performance of Buildings Directive(3). The Commission's online EU Ecolabel Tourist Accommodation Catalogue(4) showcases eco-friendly tourism.

Within the EU, aviation is part of the 2020 and 2030 climate commitments as it is part of the EU Emissions Trading System. The system currently covers intra-European Economic Area flights only, pending developments at the international level on the operationalisation of a Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) under International Civil Aviation Organisation, aimed at compensating international aviation emissions beyond 2020 levels.

The Commission contributes to negotiations for the CORSIA rulebook, as well as to discussions on the broader ‘basket of measures’ to address greenhouse gas emissions from international aviation.

The shipping sector is addressed by an EU Regulation on Monitoring, Reporting and Verification(5), which is a first step towards further gradual policy development, pending progress at the global level. The International Maritime Organisation (IMO) adopted in April 2018 an initial strategy to reduce emissions from the international shipping sector, with the agreed objective of reducing emissions by 50% by 2050 compared to 2008, while pursuing efforts to phase them out, as soon as possible in this century.

The Commission welcomes this important first step and supports its swift implementation by the adoption of concrete measures.
