E-003941-18
Question for written answer E-003941-18
to the Commission
Rule 130
Miltiadis Kyrkos (S&D)

Subject:  Implementation of EU animal welfare-related legislation in Greece
 Answer in writing

Under Commission Implementing Regulation (EU) 2015/262 of 17 February 2015 laying down rules pursuant to Council Directives 90/427/EEC and 2009/156/EC as regards the methods for the identification of equidae(1), Greece should have had a central registration identification database in place from 1 July 2016 (with all equines registered with a Universal Equine Life Number or UELN). This is still not the case. Also, the former Regulation (EC) 504/2008 was harmonised into Greek national legislation, which provided that equines are not protected if they are not identified. The Commission’s reply to Written Question E‐007202/2017 specified that a central database for equidae was being developed by the competent department in accordance with Article 23 of Commission Regulation (EC) No 504/2008, replaced by Regulation (EU) 2015/262.

1. Given that six months have passed and enquiries in Greece have resulted in no response from the respective ministry, what updated information has the Commission obtained from the Greek Government on progress regarding the obligation laid down in Article 39 of Regulation (EU) 2015/262, namely a central database for equidae in Greece?

2. In addition, Regulation (EU) 2016/1012 on zootechnical and genealogical conditions for the breeding, trade in and entry into the Union of purebred breeding animals, hybrid breeding pigs and the germinal products thereof has not been implemented in Greece. What updated information has the Commission obtained from the Greek Government on progress made?
