A first call for applications was launched on 15 May 2018. Over 5 000 municipalities had already applied within seconds, and, within a few hours, 11 000 municipalities. However, after a few hours the WiFi4EU portal was closed in response to information received from a third party about a technical issue.

During the investigation, the Commission identified a flaw in the software. This issue allowed some municipalities to apply in good faith before the call was opened, while it prevented others from doing so once the call had opened.

The Commission is strongly attached to the principles of fairness, transparency and reliability. Since this technical issue prevented all municipalities from applying on an equal basis, the call for applications had to be cancelled.

Since the cancellation, the Commission has been working on a thorough review of the software, including intensive testing and quality assurance measures, to address the identified problems in order to re-open the portal for the next call for applications with full guarantees of reliability, fairness and security.

The next call will be launched this autumn. The exact date will be announced in due course by various communication channels (e.g. Digital Single Market website, social media, newsletter, etc.) and by email to all registered municipalities.
