Anti-dumping investigation into electric bicycles

Dutch manufacturers of electric bicycles feel that their good reputation is affected by the current investigation into possible dumping and that their existence is threatened by the impending additional taxes of 189% on the original price. They argue that the investigation was initiated by a number of large and legally strong European manufacturers in an attempt to harm their competitors. They argue that the video published on the European Parliament’s[1] website has also contributed to the companies’ reputational damage. The companies feel that their voices are not being heard by the European Commission.

1. What will the Commission do to protect SMEs against the both intended and unintended negative side effects of the anti-dumping investigation (such as large companies strengthening their own positions, but also reputational damage) if there has not yet been any evidence of dumping?

2. How does the Commission guarantee importers’ right of reply within the context of maintaining the confidentiality of the sources of the Chinese export data?

3. Why are electric bicycles not included in the reports published by the Commission to determine whether there is significant distortion (i.e. dumping)?
