Over the past few years, the Commission has been working with determination to tighten up the actual pollutant emissions from vehicles, introducing Real Driving Emissions (RDE) testing and a more realistic laboratory test procedure, the World Harmonised Light Vehicle Test Procedure (WLTP).

The WLTP and RDE regulations entered into force on 27 July 2017. They started applying as of 1 September 2017 to new vehicle types and will be progressively extended to all new light duty vehicles until the end of 2020.

The content of the WLTP and RDE rules was known to car makers well before their entry into force. Regarding WLTP, car makers participated from the very beginning, in 2009, in its development under the United Nations Economic Commission for Europe (UNECE), and were equally involved in the implementation process of the WLTP into European legislation, which began in 2014. Concerning RDE, the development started in 2011, with a similar involvement of the car makers throughout the whole process.

Regarding the impact assessment, a first study(1) was carried out in preparation of the Sixth Environment Action Programme (6th EAP), which included the Euro 5 emission step for vehicles and concluded that ‘the strategy has very little impact on overall employment. There are some sectoral shifts and some differences between Member States. However, they cancel each other out’. A second impact assessment(2) was prepared before the adoption of Regulation EC (No) 715/2007 (Euro 5/6)(3), which included the need to move towards test procedures which better reflected real driving emissions.

This second study confirmed the findings of the previous study and concluded that ‘New emission limits for vehicle… promote innovation and technological development ’.
