The European Union suspended its financial assistance to the Cambodian National Election Committee and declined to observe the 29 July 2018 elections.

The Commission remains highly concerned about the developments in Cambodia. In this respect, among other policy tools it has at hand, the Commission is also urging the Government of Cambodia to address the serious shortcomings in the area of human rights and labour rights, including the means available under the Generalised Scheme of Preferences (‘GSP’) regulation.

In this respect, the Commission’s fact-finding mission to Cambodia in July 2018 is part of an enhanced monitoring process in the context of Everything But Arms (EBA). Its findings and the subsequent report will contribute to the Commission’s analysis on Cambodia’s compliance with its EBA obligations. A detailed discussion on the outcome of the EBA mission took place at the International Trade (INTA) Committee meeting on 10 October 2018.

Moreover, Trade Commissioner Malmström and High Representative/Vice-President Mogherini informed Cambodia on 4 October 2018 that the Commission is starting the process of initiating a temporary EBA withdrawal procedure under the EU legal framework. Without substantive and concrete improvements on the ground, this may lead to suspending Cambodia's trade preferences.

The European Commission stands ready to further update the European Parliament on future developments regarding Cambodia.
