Vueling continues to accumulate cancellations/delays in its flights from Barcelona — abuse of ‘exceptional circumstances’ — effective compliance with Regulation (EC) 261/2004

Question for written answer E-004365-18
to the Commission
Rule 130
Ramon Tremosa i Balcells (ALDE)

Vueling continues to accumulate cancellations and delays in flights from its Barcelona main base. The problems are well known and they are becoming a weekly routine for EU consumers flying from El Prat airport.[1], [2], [3]

The Generalitat of Catalonia has asked Vueling for ‘a change of attitude’[4] and to find structural solutions to the problems behind these cancellations and delays.

In theory, Vueling’s flight delay policy[5] is up to standard. In practice, consumers face problems on a near daily basis and this is unacceptable.

1. Is the Commission aware of the issues and what has it done to make Vueling’s management solve the structural problems in its operations from its Barcelona base?

Considering the number of weekly complaints on social media by citizens[6], [7], [8] and the fact that the Commission office in Barcelona is well aware of the issues,[9]

2. Is the Commission checking that Vueling is not abusing the system by pleading ‘exceptional circumstances’?

3. Has the Commission kept track of the number of delayed/cancelled Vueling flights in Barcelona over recent months and could it provide the number of cases that are signalled as ‘exceptional circumstances’?
