 Subject:  Ryanair cabin baggage charges
 Answer in writing 

The Commission's official website(1) stresses that the EU's Internal Market for Aviation has produced a ‘revolution’ in air travel, making it ‘cheaper, safer and open to more people than ever before’.

However, millions of passengers in the EU are gradually finding themselves paying the price for the ‘liberalisation of the market’ and ‘healthy competition’, since in recent years the quality of air travel has fallen sharply, with additional charges being imposed for basic services and an increase in delays, cancellations and inconvenience.

Most obviously, it is the quality of the services provided by low-cost companies that has suffered. For instance, Ryanair recently decided to charge passengers for the cabin baggage they take on board with them. Indeed, the Spanish consumers’ association has asked the Spanish authorities to rule whether this change constitutes a violation of Spanish law, which obliges airlines to allow passengers to take a cabin bag on board free of charge(2).

In view of the above, will the Commission say:
1. How does it intend to respond to this change in the rules and the possibility that other airlines may follow Ryanair’s ‘competitive’ move by introducing additional cabin bag charges?
2. What is the Community framework of consumer rights concerning their luggage?
