The organisation of social protection systems remains a matter of national competence.

However, in line with the objectives of the European Disability Strategy 2010-2020 and in line with its commitment under the United Nations Convention on the Rights of Persons with Disabilities, the European Union supports and supplements efforts at national level to promote the social inclusion of persons with disabilities in society and the open labour market, mainly through funding and policy coordination.

In particular, the reform process in Bulgaria referred to by the Honourable Member is monitored in the framework of the European Semester. The Country Report Bulgaria 2018(1) contains an assessment about these reforms and a specific reference to disability.
