1. In the framework of shared management, the responsibility for making payments to beneficiaries lies with the managing authorities in the Member States, while the Commission maintains a coordinating and supervisory role. In this context, the Commission has not been made aware of any cases where due payments to beneficiaries have not been made. The Honourable Member is invited to contact the managing authority in order to be informed on the state of play of payments relative to temporary cessation of fishing activities. In case the Commission is informed of specific cases where the Member State authorities failed to fulfil their obligations under the regulations, it will take all necessary measures under Regulation (EC) 1303/2013 (in particular Part Four) and Regulation (EC) 508/2014 (in particular Articles 100, 101 and 105).

2. The Commission has been constantly working with Member States on the issue concerning the quick launch of calls for projects under all European Maritime and Fisheries Fund (EMFF) Union Priorities. With respect to Fisheries Local Action Groups (FLAGs) the Commission underlines the need for all FLAGs to become operational and approve projects as quickly as possible. The Commission will continue monitoring closely the advancement of implementation for all FLAGs.
