 Subject:  VP/HR — European Parliament resolution on Cambodia, notably the case of Kem Sokha — concrete timetable for visa and trade sanctions according to Article 19 GSP and EBA
 Answer in writing 

Parliament resolution 2018/2842(1), adopted with huge majority, was clear and strong. VP/HR Mogherini was present and all MEPs across political parties called for strong action(2) during the debate(3) and for an end to the status quo in relations with the illegitimate Hun Sen regime(4).

The resolution reminds the Cambodian Government that it has to fulfil its obligations and commitments regarding the democratic principles and fundamental human rights which are an essential element of the EU-Cambodia cooperation agreement and conditions under the Everything But Arms (EBA) agreement.

In light of the last strong resolution and in order for the EU to respect its own rules and therefore safeguard its credibility:
1. Will the VP/HR state clearly on behalf of the EU that the government of Prime Minister Hun Sen, whose party has ruled the country for 33 years, is illegitimate, following the recent election farce?
2. When will the Commission publish the reports of the recent EU EBA fact finding mission to Cambodia and present its conclusions to Parliament?
3. Will the Commission set a clear timetable for trade sanctions in line with Article 19 of the GSP Regulation, and clear deadlines regarding the list of individuals responsible for the dissolution of the opposition and other serious human rights violations in Cambodia, in order to impose visa restrictions and asset freezes on them?
