 Subject:  Leasing costs of the Alitalia fleet (77 of 118 planes): USD 28 million per month. Market prices and a bankrupt company.
 Answer in writing 

On 30 June 2018, the three special commissioners, Luigi Gubitosi, Enrico Laghi and Stefano Paleari(1), reported(2) that Alitalia and the regional subsidiary CityLine had a fleet of 118 planes.

77 of the 118 are leased at a cost of USD 28 million per month, equivalent to the price of a brand new aircraft: USD 4 million for 16 Embraer leased by the regional subsidiary, USD 12 million for 42 short/medium-range jets, and another USD 12 million for 19 long-distance planes.(3)(4)

In other words, USD 28 million are being spent per month to lease planes built a quarter of a century ago, paid for by Alitalia as if they were new aircraft.

Over the next 5 years, Alitalia is expected to pay out USD 1.8 billion just to lease 77 planes(5). It is paying a high price for these planes, in some cases too high.(6)

In the light of the above, can the Commission answer the following questions:
1. Is it aware of these monthly costs for Alitalia’s leasing 77 planes? Is this normal for a company which has filed for bankruptcy?
2. Can it confirm that these leasing costs correspond to the relevant market value indices?
3. Can it state whether some of the bridging loan of EUR 900 million has been used for these leases and whether it has asked Alitalia to reduce the size of its fleet?
