In its conclusions on the 2nd REACH review, the Commission finds that the clarification of the REACH-OSH interface is one of the four issues requiring the most urgent action.

Addressing that issue, the REFIT Platform Government Group, in its opinion on REACH/OSH, advises the Commission that ‘REACH authorisation may not be necessary where OSH legislation is shown to provide an appropriate, targeted, proportionate and mandatory regulatory control of risks’. The Group then recommends that this should be decided on the basis of defined criteria.

Could the Commission outline how it intends to integrate that recommendation into its work to maximise the interplay between REACH and OSH?

Will the common understanding paper on REACH and OSH, which the Commission plans to prepare for early 2019, address this topic and include criteria?
