 Subject:  Turkey's illegal and unreasonable request to Interpol for the repatriation of eight Turkish officers
 Answer in writing 

The Anadolu Agency reports that a Turkish court has mandated the relevant Turkish authorities to send a request (a Red Notice) to Interpol to identify and arrest eight Turkish officers. This is despite the fact that the Greek judiciary has issued a final judgment granting them asylum.

It has been shown that Turkey, as has been its wont, particularly in recent years, has made unreasonable use of the Interpol Red Notice system in order to pursue dissidents abroad. This fact has already been denounced by the Parliamentary Assembly of the Council of Europe(1).

For this reason, a request has been made in Parliament by MEPs from across the political spectrum for Turkey to be excluded from Interpol’s international procedures.

Irrespective of any view concerning the compatibility of Interpol’s Red Notices with citizens’ rights,

Can the Commission say:
1. Is it possible for the government of a Member State whose judiciary, at the highest level, has granted political asylum to refugees on the basis of the Geneva Convention to repatriate them if a Red Notice has been issued by Interpol? Would this not violate international and European law on the protection of asylum-seekers?
2. Does it plan to propose to the Council that the rules be changed to bring in mandatory judicial control before an arrest warrant is issued?
