Question for written answer E-005040-18
to the Commission
Rule 130
Beatriz Becerra Basterrechea (ALDE)

 Subject:  Growing violence and infringement of the right of assembly in Catalonia
 Answer in writing

In recent weeks there have been several violent clashes in the Autonomous Community of Catalonia. These clashes, far from being occasional attacks, are carefully orchestrated by the Committees for the Defense of the Republic (CDR), whose acts of civil disobedience have been characterised by various episodes of violence and intimidation. Their actions have been supported and justified by the President of the Generalidad de Cataluña, Quim Torra.

A few weeks ago, the CDR boycotted a demonstration calling for freedom of choice in the language of instruction at school. This weekend, they launched a violent attack at the assembly convened by Jusapol, the police trade union.

And just yesterday, Inés Arrimadas, the leader of the opposition and majority group in the Parliament of Catalonia, had to be escorted from the Parliament’s premises to safety.

Given the gravity of the situation, whereby the freedoms laid down in the EU Charter of Fundamental Rights are being violated, can the Commission, as guarantor of the observance of fundamental rights in the EU, state whether:
1. It is aware of these events;
2. It plans to adopt any measures or take any action to avoid more violations of fundamental rights in Catalonia;
3. It will engage in some form of dialogue with the Spanish Government with a view to bringing an end to this violence and these violations.
