Since the European Council’s conclusions in December 2013, work has been carried out to implement the GovSatcom satellite programme, which aims at improving communication capabilities at government level by gathering together existing private and public capabilities in this field in order to create a platform for using these capabilities. At that time the European Council decided this was a critical element for improving European security.

Five years later, the first tangible effects of the actions taken jointly by the European Commission, the European Defence Agency and the European Space Agency can be observed. The first two communication platforms called Pacis, based on a partnership between a group of private providers and satellite operators, are being set up to create synergy between ESA and EDA.

However, it should also be pointed out that there has been a long implementation time and an unclear proposal from the European Commission regarding allocating funds to the GovSatcom programme in the next Multiannual Financial Framework 2021-2027 of approximately EUR 500 million (for both the GovSatcom and SST). In the light of the above, can the Commission say:
