Ship Recycling Regulation — implementing act on a European list

Regulation (EU) No 1257/2013 of the European Parliament and of the Council on ship recycling will enter into force on 1 January 2019. However, the implementing act on a European list of approved ship recycling facilities, including non-EU recycling yards, in accordance with Articles 15 and 16 of the regulation, is still pending.
We understand that the Commission is currently finalising the analysis of inspections of several yards located in third countries, including Turkey and India, in accordance with the regulation’s requirements under Articles 13 and 15. As the European list of approved recycling facilities could be a strong force to raise the bar globally in this industry, we request transparency in the Commission’s assessment of the outcome of the inspections and therefore ask:
- 1.Are the Commission’s inspections of recycling facilities in third countries advanced enough to allow these facilities a chance to be considered for and possibly included in the European list before 1 January 2019?
- 2.As Article 16, paragraph 5 of the regulation requires the Commission to act in accordance with the principles enshrined in the Treaties and with the Union’s international obligations, will the Commission commit to a high degree of transparency and share with Parliament and civil society the results of these inspections, as well as possible grounds for a negative evaluation?
