The last 10 years have seen an enormous change in the way we communicate and our level of inter-connectedness. The evolution of ICT has had an impact on society as a whole. Estonia has always been a front runner in harnessing the possibilities of the Internet for government services. This example needs to be followed. Against this backdrop, is the Commission drawing up a plan to help Member States digitalise their infrastructures? What exactly would such a plan contain, and how would it be implemented? What are the plans for the digitalisation of the EU institutions themselves?
