Possibility of introducing legal regulations with regard to validity periods of greenhouse gas emission allowances

Does the European Commission intend to introduce regulations under the ETS that would impose an expiry date of 30 April 2021 on all allowances for greenhouse gas emissions issued between 1 January 2013 and 31 December 2020 and, for all allowances issued after 1 January 2021, require the inclusion of information clearly stating the period of validity with regard to emissions, indicating the beginning and end of said validity period?

The intention is for the ETS to become less of a speculative investment asset, which I personally feared would happen from the onset of the programme, and more of an actual means of reducing greenhouse emissions.
