While the Commission is aware of cases of illegal trade in dogs and cats, it has no information that could confirm or refute the hypothesis of increased puppy smuggling.

The enforcement of the rules laid down in Regulation (EU) No 576/2013 of the European Parliament and of the Council of 12 June 2013 on the non-commercial movement of pet animals(1) is the sole responsibility of Member States. However, the Commission assists Member States within the framework of its Better Training for Safer Food initiative(2) and facilitates the exchange of best practices in the framework of its Animal Welfare Platform(3).

Regulation (EU) 2016/429 (Animal Health Law)(4) empowers the Commission to lay down Union rules on the movement of dogs and cats into a Member State, in particular with regard to traceability of those animals.

The Animal Health Law will come into application in 2021. On particular request of the European Parliament, Regulation (EU) No 576/2013 on the non-commercial movement of pet animals(5) remains in force until 2026.
