 Subject:  Use of biomass, biogas and bioliquids for the production of electricity in high productivity agricultural land
 Answer in writing 

Renewable energy is the best solution to the problem of the expected depletion of fossil fuel reserves. Indicatively, around 15% of the total energy in the Member States is generated from alternative sources, with a target to increase to 27% by 2030. More than 2/3 of the energy generated using alternative methods comes from the combustion of biomass, biogas and bioliquids.

Greece adopted Law 4496/2017 on the alternative management of packaging and other products. Article 26 of this law makes specific reference to the use of the above renewable energy sources. It is stipulated, among other things, that the installation of plants for the production of electricity from biomass, biogas or bioliquids is allowed, provided that the required quantities of raw material come from agricultural or livestock or forest holdings located at a distance of less than thirty (30) km.

Can the Commission say:

Whether it believes that the law is in line with the EU provisions on the free movement of goods between the euro area Member States?
Given that the production of bioliquids is limited in Greece, how it believes that it is possible to generate electricity from bioliquids?
Under what criteria the thirty (30) km radius concerning the supply of the required raw materials was chosen?
