The course mentioned was a lunchtime event offered outside the working time of officials. For such events speakers from different fields are invited to the Commission to offer presentations on issues of general interest. The views of any of these speakers are their own and open for discussion.

There was no cost for the Commission for this event, as the speaker was already in Brussels for lectures in other EU institutions. The topic was chosen because the issue is of general interest for Commission staff. The choice of the speaker was based on his academic credentials which is underlined by the fact that he had been also invited to speak at other EU institutions.
