 Subject:  Training course for Commission officials
 Answer in writing 

On 28 September 2018, the Commission held an internal training course called ‘Spain is (not so) different. The constitutional crisis in Catalonia and the rise of European populism’ for its employees. The course was presented by Dr Antonio Bueno-Armijo.

In this course, it was implied that Catalonian citizens who were in favour of self-determination were ‘morally wrong’ and attendees were told that some of the images of Spanish police beating Catalonian citizens wishing to vote in the 1 October 2017 referendum were fake news.

What is more, Dr Antonio Bueno-Armijo criticised the Catalonian education system, saying students were being manipulated. The Commission has always said that the issue of Catalonia is a matter of domestic order in Spain, yet it was spoken about in a training course for the Commission’s employees.

1. Do the claims made during this course represent the Commission’s position?

If not, will the Commission review this lecture and publish a statement qualifying the speaker’s opinion?

2. Can the Commission state (a) how much this lecture cost, (b) why the issue of Catalonia was chosen as a theme and (c) the selection criteria for the speaker?
