The selection procedure for Contract Agents organised by the European Personnel Selection Office (EPSO) comprises a series of tests to assess the candidate’s ability to perform the duties of the profile sought.

The EPSO/CAST/CRO/IV/09 to which the Honourable Members refer to was organised only for Croatian nationals in the specific context of the enlargement, and to cover a wide set of profiles for urgent needs. In this case, candidates only took tests to assess their cognitive abilities, as was the case for other CAST in the past.

As a result, candidates on these lists are only partially tested and not eligible for contracts under Article 3a (including in delegations) but only 3b of the condition of employment of other servants of the EU (CEOS).

The new selection model for CAST launched in 2017, known as CAST Permanent, is open to all EU citizens and foresees the full delivery of tests. Candidates can apply, and update their application form, at any time. Croatian citizens have full access to this new CAST.

Due to IT legacy, the applications of candidates are kept in several databases under several technical standards. In an ongoing attempt to unify the system, EPSO progressively merges all candidates data into a single tool (Recruiter Portal) to which all recruiting services have access.

Even though the CAST/CRO/IV/09 is one of the lists that have not yet been merged due to incompatibilities of the respective IT databases, it remains of course fully accessible to recruiting services and the effort of grouping all lists continues.

Candidates interested in possible 3a contracts can also apply to any of the profiles published in the ongoing CAST Permanent.
