 Subject:  Drugs policy failure

In view of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) trendspotter report with its conclusions that cocaine production and availability are increasing and that the drug is appealing in a wide range of nightlife settings, does the Council accept that the current policy of prohibition and criminal sanctions is not working?
