In the light of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) trendspotter study suggesting that treatment services and tailored harm reduction intervention are increasingly the policy choices, would the Commission agree that the time has come to move away from prohibition and criminal sanctions and towards treating cocaine use as a health issue?
